The deal exists. The signature doesn't.

After weeks of negotiations mediated first by Pakistan, then by Qatar, American and Iranian negotiators reached a preliminary agreement on a 60-day memorandum of understanding. The terms are clear: free, toll-free navigation through the Strait of Hormuz, removal of all mines within 30 days, gradual lifting of the US naval blockade, sanctions waivers to allow Iran to sell oil freely, and the launch of nuclear program negotiations. All of this is on the table. The problem is the table has no signatures on it.

On Friday May 29, Trump locked himself in the Situation Room for a two-hour meeting described as a "final determination" — and emerged without announcing anything. He reiterated his demands via social media: Hormuz "immediately open, no tolls," and Iran must never have nuclear weapons. Vice President Vance told reporters he "can't guarantee that we're going to get there." Israeli sources add another layer: Iran's supreme leader Mojtaba Khamenei has not yet given his approval either. Araghchi and Ghalibaf's negotiators are reportedly ready to sign. But the chain of command is incomplete on both sides.

Meanwhile, Brent has crashed below $93 — its worst month since the Covid pandemic. Markets are already pricing in peace. Too bad peace hasn't arrived yet.


📍 MILITARY SITUATION


US — IRAN / STRAIT OF HORMUZ
US military searches have not found definitive evidence of Iranian mines in the Strait, despite active underwater drone and aerial reconnaissance operations. US intelligence had reported at least a dozen mines. CENTCOM neither confirms nor denies.

The real blockage isn't technical — it's political, and it comes from two opposite directions.

On one side, Netanyahu. Analysts and journalists agree: Israel is continuing to bomb Lebanon not out of military necessity, but to prevent Trump from closing the Iran file without accounting for Hezbollah. Every missile over Beirut is a negotiating move that raises the price of any deal for Washington. Multiple sources make it explicit — Israel is using the Lebanese front to "force Trump's hand."

On the other side, Mojtaba Khamenei — Iran's supreme leader since March 8 — who has not yet ratified the agreement his own diplomats negotiated. This creates a paradox: Iranian officials are ready to sign, but the chain of command is incomplete.

As long as both blockages remain active, the MoU stays paper. And every day Hormuz stays closed costs the world approximately 14 million barrels of oil per day.
