The June 17 MoU still holds — barely. Tehran denies the Doha talks Washington is announcing. Hormuz remains a live conflict zone. Day 123 is a zero-sum nerve game with no clear winner in sight.

🚨 OPENING

Doha yes, Doha no: the ceasefire holds by a thread

It is day 123 of the war and the script is the same as always: Washington announces something, Tehran denies it. Yesterday Trump posted on Truth Social that Iran had "requested a meeting" in Doha for today, Tuesday June 30. Hours later, Iranian Deputy Foreign Minister Kazem Gharibabadi stated that no technical meeting was confirmed for this week and that talks in Qatar had not been scheduled with American officials.

The practical outcome: the June 17 MoU — the memorandum of understanding signed by Trump and Pezeshkian at the Palace of Versailles — remains formally alive. Neither side has declared it void. But the weekend inflicted serious damage to its credibility: the US struck 10 Iranian military targets in and around the Strait of Hormuz after an Iranian drone hit the tanker M/T Kiku (more than 2 million barrels on board). Iran responded with missiles and drones targeting US bases in Kuwait and Bahrain. CENTCOM called it the third violation in three weeks.

This is not a negotiation moving forward — it is a ceasefire surviving only because both sides are more exhausted than courageous. The real question today is not whether the Doha talks are happening: it is that the mere fact of disagreeing about it reveals how deep the trust deficit is that must be bridged before any final deal becomes possible.

📍 MILITARY SITUATION

🚢 STRAIT OF HORMUZ
A weekend of fire: CENTCOM struck drones, coastal radar systems and Iranian missile infrastructure along the coast. Third cycle of US strikes in three weeks in the same theater.

💥 IRAN → KUWAIT AND BAHRAIN
The IRGC launched missiles and drones at US sites in Bahrain and Kuwait. Kuwait intercepted two ballistic missiles with no damage or casualties. A residential building in Bahrain was damaged. Bahrain called for an urgent UN Security Council session.

🛢️ M/T KIKU
A Panamanian-flagged tanker struck by an Iranian drone carrying over 2 million barrels of crude. The triggering event of the latest retaliatory cycle.

HORMUZ — CURRENT TRAFFIC
Approximately 29 vessels on Saturday, only 12 on Sunday after the attacks. Partial recovery Monday: around 25 vessels transiting in 24 hours, against a pre-war average of 110 per day. GPS spoofing has subsided in recent weeks, but hundreds of vessels remain stranded in the Persian Gulf.

🇱🇧 LEBANON
Israel continued striking southern Lebanon despite the renewed June 19 ceasefire. Lebanese Parliament Speaker Nabih Berri declared the US-Israel agreement "will not be implemented." Hezbollah has not withdrawn north of the Litani River.

🌡️ CALIBRA — Israeli forces in Lebanon have not formally violated the Iran-US MoU: the agreement does not include Israel as a signatory, and it is precisely this architectural ambiguity that Iran exploits to justify every move at Hormuz as a "legitimate response."

🔑 KEY DEVELOPMENT OF THE DAY

The "parallel track" dynamic that is eroding the peace process

The most underrated development today is structural, not tactical: the US and Iran are conducting two parallel conversations that never intersect. Washington talks about "MoU implementation" and "free transit through the Strait." Tehran talks about "sovereignty over Hormuz" and "Israeli violations in Lebanon." Iran's Foreign Ministry reiterated that any delegation traveling to Qatar is there to follow up on MoU implementation — not to negotiate with Americans. The critical point: Clause 13 of the MoU stipulates that talks on a final agreement can only begin once Clauses 1, 4, 5, 10 and 11 have already been implemented. None of them have been fully implemented. The formal negotiation has not even started yet.

☄️ DON'T LOOK UP

Today: Fuel prices remain elevated compared to pre-war levels; Brent hovering around $73, unstable.

Within 30 days: If the attack cycle resumes and Hormuz transits drop again, a new spike in shipping rates and gas prices across Europe.

If Hormuz remains contested beyond July: The global LNG market enters structural crisis; the IEA has already called this the "greatest supply disruption in the history of the global oil market" — a second blockade would make it permanent.

⚡ ENERGY AND MARKETS

Brent crude: ~$73.21/barrel (August delivery) — up approximately 0.9% from Friday, following the weekend strikes. WTI: ~$70.56/barrel (+1.9%), back above $70 after falling below that threshold for the first time since February 27. The paradox: prices have nearly returned to pre-war levels despite Hormuz still operating at only 20-25% of normal capacity. Hundreds of vessels remain stranded in the Gulf. ING analysts warn of "excessive optimism" in the market: "this complacency clearly leaves significant upside risk if the supply recovery proves slow."

📌 PERCEPTION INDEX - how to read it

⬇️ YOU ARE UNDERESTIMATING IT - more important than it appears
⬆️ YOU ARE OVERESTIMATING IT - emotional reaction > actual weight
🌡️ CALIBRATE - reality is more nuanced than the dominant narrative

📊 PERCEPTION INDEX - SUMMARY

🔴 Doha talks (yes/no) ................. ⬇️ The narrative gap is the real thermometer of the process
🔴 M/T Kiku and weekend strikes ........ 🌡️ Real escalation but contained — nobody wants collapse
🔴 Brent at $73 ........................ ⬆️ Markets are pricing optimism that isn't matched by facts
🔴 June 17 MoU ......................... 🌡️ Alive but under maximum stress — don't declare it dead
🔴 Lebanon and Hezbollah ............... ⬇️ Structural knot of the final deal: more insidious than Hormuz
🔴 Iranian strikes on Kuwait/Bahrain ... ⬆️ Pressure tactic, not a prelude to full escalation
🔴 Hormuz traffic (25 vessels/day) ..... ⬇️ Normalization is an illusion: 110 was the pre-war baseline

🎖️ PERCEPTION DEFCON INDEX

⚠️ DEFCON 2 — Active escalation under formal control

The ceasefire holds on paper but has been violated three times in three weeks. Both sides accuse each other. The MoU has not collapsed but neither side is fully honoring it. The risk of a fourth retaliatory cycle within the next 72 hours is real.

Escalation triggers:
— New Iranian strike on a tanker over the weekend
— Israeli declaration of operational expansion in southern Lebanon

De-escalation signals:
— Joint US-Iran confirmation of technical talks in Doha within 48 hours
— GPS spoofing incidents in the Strait drop to zero
