🚨 OPENING

THE MOU IS ON TRUMP'S DESK. HE HASN'T SIGNED IT YET.

Day 94 of war. American and Iranian negotiators have reached a preliminary 60-day memorandum of understanding to extend the ceasefire and open negotiations on Iran's nuclear programme. The text exists. But Donald Trump has not yet approved anything.

This is the central knot of the day. The White House confirmed the deal's existence — but Treasury Secretary Bessent made clear it is "all going to be the president's decision", and that no agreement will be signed without meeting Trump's three conditions: reopening Hormuz, surrendering enriched uranium stockpiles, ending the nuclear programme. Meanwhile, Iran's semi-official Tasnim agency has already denied the text is "finalised", saying that until Iran makes its own announcement, any Western narrative about finalization is invalid.

The paradox of day 94 is this: the two sides don't trust each other enough to jointly announce the same deal they both claim to have reached. Hormuz is still closed. The missiles have stopped — for now. Brent closed May with its worst monthly loss since Covid. But one wrong move could send everything back to hell.

📍 MILITARY SITUATION

🚢 HORMUZ — BLOCKADE ACTIVE
The US has redirected 116 vessels from the Iranian blockade. Crude loadings in the Gulf remain "extremely low" according to UBS. No sign of any real resumption of energy flows.

---

🇮🇱 LEBANON — HOT FRONT
Israel has declared the entire southern Lebanon zone up to the Zahrani River — roughly 40 km from the border — an active combat zone. Hezbollah continues launching drones against Israeli forces. Israel bombed Beirut for the second time since the April ceasefire.

---

⚠️ MUTUAL STRIKES ONGOING
During MOU talks, the US and Iran exchanged limited military strikes. Iranian drones were intercepted near the Strait. CENTCOM describes US actions as "defensive". Tehran accuses Washington of violating the ceasefire in the Hormuz region.

---

🛳️ VESSEL BLOCKED
The Lian Star (Gambian-flagged) attempted to reach an Iranian port. It was stopped after more than 20 CENTCOM warnings. This is case number 116 of redirected vessels.

---

🌡️ CALIBRA — LEBANON: The Lebanon war is not a sideshow. Israel is building a permanent military presence in the south of the country. Netanyahu explicitly excluded Beirut from the ceasefire with Iran. The Lebanon war has already killed over 3,300 people since March 2.

🔑 KEY DEVELOPMENT OF THE DAY

NEW SANCTIONS DURING NEGOTIATIONS

While negotiators were working on the MOU, the State Department and Treasury Department announced new sanctions on Iranian oil trade. The timing is not coincidental. Washington is using sanctions as parallel pressure — not as post-breakdown punishment, but as active leverage during talks. This pattern is underappreciated: it shows Trump is not negotiating to close a deal, but to extract maximum concessions. Tehran reads it as diplomatic sabotage. Mohsen Rezaee, an advisor to Mojtaba Khamenei, wrote that Trump is "betraying diplomacy." The MOU is not just a text — it is a test of who blinks first.

☄️ DON'T LOOK UP

Today: Brent near $93. Fuel prices still high, gas bills elevated. Middle Eastern flight routes still suspended or surcharged.

Within 30 days: If the MOU goes unsigned, Hormuz stays closed past June and markets return to recent highs.

If Hormuz stays closed beyond May: Saudi Aramco warns market normalization slips to 2027. European gas enters critical territory in summer 2026.

⚡ ENERGY AND MARKETS

WTI closed May around $87–88 per barrel — down over 16% for the month, its worst monthly decline since the conflict began, driven by MOU expectations. Brent closed around $92–93, down nearly 19% in May. Monday morning WTI climbed back toward $90 as MOU uncertainty weighed on markets. Hormuz de facto closed: UBS confirms loadings "extremely low" in the Gulf. Mines in the Strait would require weeks of clearance operations even after a deal.

📌 PERCEPTION INDEX - how to read it

⬇️ YOU'RE UNDERESTIMATING IT - more important than it seems
⬆️ YOU'RE OVERESTIMATING IT - emotional reaction > real weight
🌡️ CALIBRATE - reality is more nuanced than the dominant narrative

📊 PERCEPTION INDEX - SUMMARY

🔴 MOU signed today ..................... ⬆️ Premature optimism — Trump hasn't signed yet
🔴 Hormuz reopening imminent ............. ⬆️ Mine clearance + infrastructure: months, not days
🔴 Oil price drop = peace is close ....... 🌡️ Markets anticipate; geopolitics doesn't follow markets
🔴 Lebanon outside the Iran conflict ..... ⬇️ Netanyahu excluded Beirut. The Lebanese front is burning
🔴 New sanctions = breakdown of talks .... 🌡️ It's leverage, not breakdown — but Tehran reads it as affront
🔴 MOU resolves the nuclear issue ........ ⬆️ Text defers everything 60 days — the core issue remains
🔴 Iran ready to concede on enrichment ... ⬇️ Khamenei jr ordered uranium to stay in Iran

🎖️ PERCEPTION DEFCON INDEX

🟠 DEFCON 2 — Critical Threshold

The MOU exists but is unsigned. The two sides can't even coordinate the announcement. Strikes continue during talks. This is not a ceasefire — it is an open-ended armistice with lit fuses everywhere. Hormuz closed, Lebanon in active war, IAEA blind on Iran's nuclear status.

Escalation triggers:
— Trump rejects the MOU or adds last-minute conditions
— Iranian drone or missile hits a US or commercial vessel in Hormuz

De-escalation signals:
— Trump signs the MOU and Tehran confirms within 48 hours
— Israel suspends offensive operations in southern Lebanon
