🚨 OPENING

TODAY THEY BURY KHAMENEI. THE NEGOTIATIONS CAN WAIT.

Today, July 4, 2026, Iran begins the State funeral of Ayatollah Ali Khamenei — killed on February 28 on the first day of Operation Epic Fury. Ceremonies will run until July 9, moving through Tehran, Qom, Mashhad, Najaf and Karbala. A six-day procession, national and regional in scope. Millions expected in the streets. Red banners everywhere — the color of revenge.

US-Iran negotiations are on pause. Qatar and Pakistan, the mediators, have already communicated that the next round of talks will be scheduled "at the earliest possible time" after the ceremonies conclude. This is only the second engagement between the two sides since the June 17 MoU — and it's already frozen for a week. The 60-day negotiation countdown — extendable, but not indefinite — keeps ticking.

The most significant absence is Mojtaba Khamenei, the new Supreme Leader inaugurated on March 8. He will not attend his father's funeral for security reasons, after Israeli Defense Minister Katz publicly declared him "marked for death." Mojtaba has not appeared in public since his inauguration in March. He communicates only through statements read by state television anchors. According to some sources, he may have been wounded in the February 28 strike that killed his father. His absence from the funeral is an enormous political signal: Iran knows that a public appearance would be a real operational risk.

📍 MILITARY SITUATION

⚰️ FUNERAL / SECURITY
Iran in internal security emergency mode. Millions expected in Tehran. The IRGC is deployed across cities.

---

🛡️ IRGC / GENERALS
General Ahmad Vahidi, commander of the Revolutionary Guard, resurfaced publicly on Thursday for the first time in months, beside Khamenei's coffin. Vahidi is part of the small circle in direct contact with Mojtaba.

---

⚔️ KURDISH FRONT / NORTHWEST IRAN
Armed clashes recorded on July 1 in the cities of Sardasht and Piranshahr between the Kurdistan Democratic Party of Iran (KDPI) and the IRGC. Several killed, including five KDPI fighters. The IRGC used heavy weaponry in residential areas.

---

🇱🇧 LEBANON / HEZBOLLAH
Last week Israel and Lebanon signed a framework agreement aimed at a permanent ceasefire. The deal requires Hezbollah's disarmament and a phased Israeli withdrawal from southern Lebanon. Hezbollah has rejected the agreement. Israel maintains its six-mile "security zone."

---

🚢 HORMUZ / NAVAL
35 commercial vessels transited in the past 24 hours — far below the pre-war average of 110, but growing. The USS Boxer Amphibious Ready Group with the 11th Marine Expeditionary Unit (over 2,000 Marines) is operating in the Middle East. Iran warns of a "decisive and swift response" to any US interference in the Strait.

---

🌡️ CALIBRATE — USS Portland just arrived in the region. Three amphibious vessels in theater is not a peace signal: it's a negotiating lever ready for use.

🔑 KEY DEVELOPMENT OF THE DAY

THE NUCLEAR FILE HAS NOT EVEN BEEN OPENED

The most underrated point of the day is not the funeral. It is this: nearly three weeks after the June 17 MoU, the nuclear dossier — the stated objective of the entire war — has barely been touched. Iran's parliament speaker and chief negotiator Qalibaf explicitly stated that IAEA inspectors will not be granted access to damaged nuclear sites "under any circumstances." Vance has acknowledged they are "just starting" to discuss the nuclear issue. Sixty days are narrowing. If the MoU expires without a nuclear agreement, Trump will have to choose between extending the truce — looking weak — or resuming strikes. The market has not yet priced in this scenario.

☄️ DON'T LOOK UP

Today: fuel prices slightly down across Europe. Hormuz partially open. Flights to the Gulf still suspended by many airlines.

Within 30 days: if post-funeral negotiations stall on the nuclear issue, Hormuz comes back under pressure and prices bounce back.

If Hormuz remains contested beyond August: oil market normalization slides to 2027, energy bills and inflation remain structurally elevated across Europe.

⚡ ENERGY AND MARKETS

Brent (WTI) around $68–69 per barrel as of July 3 — down 26% over the past month, but still slightly above pre-war levels. Oil fell for a third consecutive day on diplomatic optimism. Over 10 million barrels per day are now transiting Hormuz. UAE restored to 3.9 million bpd of exports. Saudi Arabia at approximately 90% of pre-war levels. Morgan Stanley warns: the risk is now a supply glut, not scarcity — but only if the MoU holds. OPEC+ is preparing to raise quotas for August.

📌 PERCEPTION INDEX - how to read it

⬇️ YOU'RE UNDERESTIMATING IT - more important than it seems
⬆️ YOU'RE OVERESTIMATING IT - emotional reaction > real weight
🌡️ CALIBRATE - reality is more nuanced than the dominant narrative

📊 PERCEPTION INDEX - SUMMARY

🔴 Khamenei funeral as political signal .............. ⬇️ Underreported: showcase of internal resistance
🔴 Mojtaba's absence from the funeral ................ ⬇️ Major anomaly — signals regime vulnerability
🔴 Progress in Doha talks ................................. ⬆️ "Positive" is diplomatic language for "nothing concrete"
🔴 Nuclear dossier still untouched ..................... ⬇️ The real issue hasn't even been addressed
🔴 Brent falling toward pre-war levels ............... 🌡️ Premature optimism — entirely dependent on the MoU
🔴 IRGC vs Kurds in northwest Iran ................... ⬇️ Unstable internal front, ignored by media
🔴 USS Boxer ARG in theater ............................. 🌡️ Deterrence or provocation — depends on Tehran

🎖️ PERCEPTION DEFCON INDEX

⚠️ DEFCON 2 — Controlled Tension

The hot war is suspended but not concluded. The June 17 MoU formally holds, but the funeral week freezes negotiations while the clock runs. Mojtaba Khamenei is invisible, nuclear is a taboo at the table, and the IRGC is still firing — on Kurds, on ships. Peace is an unfinished architecture.

Escalation triggers:
— Attack on Mojtaba Khamenei during or after the funeral ceremonies
— Full Hormuz blockade in response to a naval incident

De-escalation signals:
— Nuclear framework agreement in post-funeral talks (after July 9)
— Public appearance by Mojtaba as a signal of regime stabilization
